The Transportation Environmental Protection Specialist will work as part of a team, focused on analyzing and interpreting the implications of Federal, State, and local environmental regulations (e.g., National Environmental Policy Act, Air Tour Management Act) for government and other agencies in support of the Volpe National Transportation Systems Center.
Duties and Responsibilities:
Provide environmental compliance and environmental technical support related to the National Environmental Policy Act (NEPA) for federal government clients (aviation and national parks), apply advanced consulting skills, extensive technical expertise, and full industry knowledge, and develop innovative solutions to complex problems. Prepare NEPA documentation, including Environmental Impact Statements (EIS), Environmental Assessments (EA), and Categorical Exclusions (CATEX). Understand environmental compliance requirements for various permits, including the Clean Air Act (CAA) and Clean Water Act (CWA), and consultation requirements, including the Endangered Species Act (ESA), the National Historic Preservation Act (NHPA) and the Air Tour Management Act. Provide technical support in writing, reviewing, and presenting environmental topics including species surveys, wetland delineations, cultural assessments, and historic assessments. Interpret federal and state laws, regulations, and orders as they apply to environmental programs, implement policies and procedures to ensure reporting requirements are met, and perform technical reviews of environmental and historic preservation transportation projects. Ability to work as an integral part of a team with co-workers, subcontractors, and clients to understand and meet expectations for project outcomes and deliverables on NEPA projects.
Must be able to write, review, and interpret engineering design plans and concepts, perform preliminary desktop analysis, prepare sections of technical reports, permit applications, and assist with deliverables.
Serve as a technical lead responsible for analyzing and interpreting the implications of Federal, State, and local environmental regulations including National Environmental Policy Act for government and other agencies.
Excellent analytical, communication, and interpersonal skills and ability to work collaboratively with diverse populations, tribal, federal, state, and local agencies, as well as the public. Understanding of federal, state, and local regulations including Endangered Species Act, Clean Water Act/wetland regulations, and/or other environmental policies. Familiarity with FHWA and State DOT regulations and procedures preferred.
