Examples of Essential Work (Illustrative Only)Maintains comprehensive knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws.Facilitates the hiring process for position openings, promotions, and transfers of permanent, seasonal, temporary, per diem, and short-term (summer hires, interns, election workers, concession workers, and tournament staff) employees.Obtains up-to-date job descriptions and signed requisitions (to ensure budget authority) for position openings.Posts position openings internally on NEOGOV website, ensuring compliance with union contracts.Posts position openings externally on NEOGOV website and with the State of Montana Job Service as well as other external sites as necessary (college/university websites, various professional websites, publications, newspapers, job fairs, etc.). Maintains contact with applicants to inform them of the status of their applications.Reviews applications/resumes and matches with position requirements.Organizes, facilitates, and manages the hiring processes including interview selection and scheduling, interviews, selection process, onboarding, and entry of all employee data into the payroll system and benefits system.Completes reference checks, pre-employment screening, and pre-employment drug screening as necessary.Presents initial verbal job offers and prepares/sends formal written job offers.Maintains hard-copy records of all open positions including job requisition, position description/posting, position advertising, applicant tracking, interview scheduling, interview questions, completed interview analyses by members of the hiring committee, candidate selection, rejection letters, and offer letters.Schedules and conducts new employee onboarding/orientation.Completes I-9 form, verifies I-9 documentation, and maintains records of all completed I9s as required by the Department of Homeland Security and as needed for scheduled/unscheduled audits.Completes State of Montana new hire reporting.Coordinates with outside staffing agencies to secure temporary employees based on departmental needs.Coordinates testing for Fire Department promotional process.Completes and submits to payroll necessary notifications for wage increases, promotions, transfers, etc.Administers employee probationary period schedule to include completion of evaluations and, as necessary, probation extensions.Ensures licenses/certifications required for employment are current or are completed within an agreed-to timeframe (CDLs, Water Treatment Licenses, etc.).Prepares and sends post-termination letters to individuals to provide them with post-termination and benefits information and paperwork.Maintains HR databases and individual personnel records for both active and terminated employees. Administers the Butte-Silver Bow Drug and Alcohol Testing Program in compliance with federal guidelines.Analyzes employment-related data and prepares required reports.Assists in preparing and responding to information requests.Prepares/submits bi-annual EEO Report.Prepares/submits annual Report for Prevailing Wage Survey.Participates in developing department goals and objectives.Assists with annual review and development of department budget.Tracks department budget, including budget transfers.Processes accounts payable purchase orders and invoices and maintains proper documentation.Assists HR Director with policy development, revision, implementation, and interpretation. Interprets human resources policies, procedures, laws, standards, or regulations as necessary.Assists HR Director with labor contract implementation and interpretation.Assists HR Director with employee issues, grievances, internal investigations, and disciplinary actions.Assists HR Director in addressing employee relations issues such as harassment allegations, work complaints, or other employee concerns.Maintains and updates human resource documents, such as organizational charts, orientation materials, etc.Schedules and coordinates meetings and trainings between multiple departments and unions.Attends meetings, trainings, and conferences as directed.Serves as backup to the Benefits Specialist and assists as necessary.Performs all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complies with the Health & Safety Program; maintains work area in a safe and orderly manner; identifies and reports unsafe conditions; reports all accidents; wears required personal protective equipment; and attends safety-related meetings, training sessions, fit testing, etc.Performs all duties and work assignments in compliance with project quality requirements.Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.Performs other duties as assigned.

Acceptable Experience and TrainingGraduation from a college or university of recognized standing with a bachelor’s degree in Human Resources Management, Business Administration, Public Administration, or closely related field; andConsiderable experience in human resource administration that includes recruitment, hiring and on-boarding; or Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
