JOB SUMMARY

Leading the McMahon-Wrinkle Airpark team by managing the daily operations with a key emphasis on operating a public use airport on behalf of the City of Big Spring and ensuring the safety and security of the flying public. Responsible for developing and implementing key business development initiatives and marketing strategies that are aligned with the airpark’s business goals.

MINIMUM QUALIFICATIONS

• A Bachelor’s Degree from an accredited college or university preferably in Airport Management marketing, communications, business administration or other related filed. Accreditation from the American Association of Airport Executives and a master’s degree in Airport Management,
• Business Administration, or Public Administration is desirable.
• The City may consider a combination of education and experience, substituting two years of related work experience in the civil aviation industry for every year of formal education.

• Five (5) years of experience in a management position. A strong background and management experience in aviation, hospitality, business development, sales and/or public relations is preferred.

• A valid Texas Class C driver’s license.

• A valid airman’s certificate with commercial rating or higher, dispatcher certificate, or airframe and powerplant certificate issued by the Federal Aviation Administration.
• Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the department in order to direct and coordinate work within the department, usually interpreted to require three to five years of related experience.

MAJOR DUTIES, FUNCTIONS, AND RESPONSIBILITIES

Essential duties and responsibilities may include, but are not limited to, the following:

• Ensures the safety and security of the flying public and aviation industry at the airport by developing, maintaining, and promoting a culture of safety.
• Establish and implement and integrated strategic business development plan at the airport that identifies air service, air cargo, general aviation, real estate, non-aviation, and other business development opportunities at the airport.

• Plans, directs, and coordinates the operations of the McMahon-Wrinkle Airport and Industrial

• Park. Communicates with other City employees, airport tenants, vendors, management, contractors, public officials, business owners, developers, real estate brokers, aircraft owners, pilots fixed-base operators, and the general public in order to perform the duties of the position.
• Coordinate the engagement of industry specialists to analyze potential opportunities and market those opportunities to prospective tenants.

• Negotiating and administering leases for fixed-base operators and industrial tenants.

• Planning for future airport services through development of an airport master plan; developing short and long-range departmental goals and objectives. Developing and implementing all components of the division strategic plan.

• Promoting economic development and business expansion at the airport and immediate environs per the McMahon-Wrinkles Employment Center Strategy Plan.

• Stimulating support for airport activities; coordinating department activities with other City departments to ensure effective working relationships.

• Speaking before public groups on the plans, programs, and goals of the Airport Division.

• Oversees air traffic control items and issues. Supervises the enforcement of federal, state, and local air traffic and safety regulations.

• Preparation and administration of the annual department budget and twenty-year financial plan.

• Monitors expenditures under the current budget.
• Directs a staff of employees engaged in all airport operations and serves as a liaison between federal and state regulatory agencies.

• Oversees operation of short line railroad.

• Prepares reports on airport operations and oversees the maintenance of all department records and reports.
• Oversees airport leases and rentals; writes leases and contracts.
• Maintains Airport Layout Plan (ALP).

• Performs special studies and projects.
• Applies for and monitors grants and funds for airport programs and projects.
• Represents the city on the Airport Development Board.
• Oversee all promotion and marketing activities for the airport/airpark.
• Coordinates zoning requirements for airport/airpark; coordinates emergency planning for airport/airpark.
• Coordinates development of oil and gas exploration/leases at the airport/airpark.
• Manages airport/airpark Storm Water Pollution Prevention Program.

• Manages airport prairie dog control program.
• Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

• Knowledge of airport management.
• Knowledge of basic aviation safety and security policies, guidelines, and regulations.
• Knowledge of local ordinances and department rules and regulations.
• Knowledge of Federal Aviation Administration (FAA), National Transportation Safety Board (NTSB), and Transportation Safety Administration (TSA) regulations, as well as local airport operations guidelines.
• Knowledge of the operation and maintenance of aircraft, refueling trucks, pumps, and other related ground equipment used at airports.

• Follows principles, procedures, and techniques for the effective negotiation of leases between the City and airport tenants.

• Skill in performing basic mathematical calculations.

• Skill in operating standard office equipment.
• Skill in oral and written communication including UNICOM, MULTICOM and AWOS communication with aircraft.

• Must be able to effectively manage and supervise staff.

• Ability to establish and maintain effective working relationships with subordinates, aircraft owners, pilots, fixed-base operators, associate employees, and the general public.
• Must be capable of working with administrators, other departments, and staff to maintain a positive image of the City.

SUPERVISORY CONTROLS
The City Manager assigns work in terms of department goals and objectives. The employee works independently in organizing work to reach goals and meet deadlines. The work is reviewed through conferences, reports, and observation of department activities. This classification has been designated as a non-classified, non-merit system; at-will position.

GUIDELINES
Guidelines include local, state, and federal codes and laws, City and department policies and procedures, Federal Aviation Administration, National Transportation Safety Board, Transportation Safety Administration, Texas Commission of Environment Quality (TCEQ) Airport Development Board, and Texas Department of Criminal Justice (TDCJ) rules and regulations. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

COMPLEXITY
The work consists of related administrative duties in managing a city airport. Inclement weather conditions contribute to the complexity of the work.

SCOPE AND EFFECT
The purpose of this position is to provide guidance and supervise the operations of airport maintenance activities. Successful performance helps ensure the proper operation of the airport, industrial park, and short line railroad.

Contacts are typically with co-workers, other city employees, airport tenants, vendors, local and transient pilots, aviation industry representatives, elected officials, businesspersons, and the general public.

The work is typically performed while sitting, standing, walking, bending, crouching, or stooping.
Employee works under conditions that are relatively free from unpleasant environmental conditions or hazards. Job requires exerting up to 10lbs. occasionally or negligible weights frequently, sitting most of the time. Employee works regularly under desirable conditions with little or no disagreeable features.
Many decisions cannot be deferred. Workflow is high and/or of considerable variety in task assignments, many of which are unrelated. Interruptions are frequent and distracting and work requires attention to details. Approximately 60% of the day workflow is heavy.
