Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.Consults with and advises departmental officials and employees on the City’s human resources programs, its rules, regulations and procedures, and collective bargaining interpretation. Participates in the development and administration of specialized human resources programs, conduct surveys and studies and assists in developing human resources standards, procedures, forms and regulations.Responds to and oversees Public Records Requests for Human Resources.Compiles and analyzes data and makes recommendations regarding Human Resources programs and systems.Assists in the development and implementation of related policies.Research, collect, compile and analyze information from various sources on a variety of specialized human resources topics.Assists in composing staff reports, council agenda items and correspondence related to human resources subjects.Assists the HR Manager with employee and labor investigations and grievances as needed.Assists HR Dept. with special projects, as assigned.Other duties may be assigned.

Five (5) years of progressively responsible experience in public administration, Human Resources, or business. Associates degree with equivalent experience may be considered. Valid Florida Driver’s License and maintenance of clean driving record. A comparable amount of training, education or experience may be substituted for the minimum qualifications. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of Human Resource goals.Ability to plan, organize and carry out assignments from management staff with minimal supervision and direction.Ability to delegate authority, plan, organize and review the work of administrative personnel.Ability to demonstrate resourcefulness and sound judgement; maintain confidentiality.Ability to maintain cooperative relationships with other city officials and with the general public.Ability to make presentations to large or small groups.Ability to assist in the development of long-range plans for the Department using independent judgment.Ability to communicate effectively, orally and in writing.Ability to focus on the positive in every situation.Ability to model respect for individuals, teams, and the organization.Ability to stay centered when challenged.Ability to establish and maintain the trust and confidence of the department and public.
