The Climate Leadership and Community Protection Act (Climate Act) has created the most aggressive climate change goals in the nation and requires an ambitious agenda that blends proven catalysts with innovative approaches while operating across a broader energy arena that is rapidly evolving. NYSERDA’s Offshore Wind Team is leading the responsible and cost-effective procurement and development of New York State’s mandate of 9,000 megawatts offshore wind energy by 2035, as outlined in the Climate Act. With more than 4,300 megawatts in active development and future solicitations to select more projects to achieve the goal, New York State is expected to create more than 10,000 jobs in manufacturing, installation, and operation of offshore wind facilities by capitalizing on regional industry commitments. These jobs are expected to provide sustained career opportunities for New Yorkers for more than the 25 – year life span of these renewable energy projects by creating a new, sustainable offshore industry in the U.S.
NYSERDA’s Offshore Wind Team’s core workstreams include competitive procurement of new offshore wind projects to achieve 9GW by 2035; management of the growing portfolio of contracted offshore wind projects; offshore wind supply chain and port infrastructure development; transmission, cabling and interconnection efforts; regulatory processes and permitting; coordination with State and federal agencies; workforce training to support emerging jobs with a special focus on disadvantaged communities; research, analysis and engagement relating to environmental and fishing implications of offshore wind energy development; long-term planning, and: informational and educational outreach to the public and stakeholder groups. To support the development of a robust New York State offshore wind workforce with a focus on promoting diversity, inclusion, and equity, NYSERDA seeks a Senior Project Manager to join NYSERDA’s Large-Scale Renewables Team focused on workforce development and related engagement with key stakeholders.
The individual will report to the Director of Offshore Wind and coordinate closely with NYSERDA Workforce Development and Energy & Climate Equity Teams. This position will support the Offshore Wind Team by providing leadership and support for the development of a New York State workforce to support offshore wind energy development with a special focus on ensuring opportunities for traditionally underserved communities and populations. The individual will engage key stakeholders, NYSERDA staff, organized labor and State and regional partners to support existing and advance new initiatives that cut across core workstreams and identify gaps and opportunities in the Team’s approach. The successful candidate will also be responsible for tracking and reporting project successes and challenges, and coordinating communication across all program areas, particularly NYSERDA’s Large-Scale Renewables (LSR) Program.
The individual will to help lead the team’s strategy, planning and execution of workforce development, stakeholder engagement and equity programs. The Senior Project Manager will work to identify workforce development needs by devising, executing and managing analytical workstreams to inform decision making and advance the means to address the needs. The selected candidate will collaborate with state and external agencies, organized labor and others to build and support productive coalitions and engage with stakeholders in fulfillment of the State’s mission of a cost-effective and responsible development of its renewable resources, while maximizing economic development and job opportunities for a Just Transition in New York.
The individual will help the Offshore Wind Program focus on promoting diversity, inclusion, and equity within the program’s activities consistent with the work of New York State’s Climate Action Council and New York’s nation-leading Climate Act while supporting the growth and evolution of the program based on new guidance and needs. In total, these efforts will aid the Offshore Wind Program to focus on NYSERDA’s role as the central procurement entity of offshore wind renewable energy certificates (ORECs) on behalf of State’s load-serving entities and ensure the program continues to advance responsible and cost-effective development of the offshore wind industry for New York State and the region.
