Job Overview

NYSERDA’s Offshore Wind Team is leading the responsible and cost-effective procurement and development of New York State’s mandate of 9,000 megawatts offshore wind energy by 2035, as outlined in the Climate Act. With more than 4,300 megawatts in active development and future solicitations to select more projects to achieve the goal, New York State is expected to create more than 10,000 jobs in manufacturing, installation, and operation of offshore wind facilities by capitalizing on regional industry commitments. These jobs are expected to provide sustained career opportunities for New Yorkers for more than the 25 – year life span of these renewable energy projects by creating a new, sustainable offshore industry in the U.S.

NYSERDA’s Offshore Wind Team’s core workstreams include competitive procurement of new offshore wind projects to achieve 9GW by 2035; management of the growing portfolio of contracted offshore wind projects; offshore wind supply chain and port infrastructure development; transmission, cabling and interconnection efforts; regulatory processes and permitting; coordination with State and federal agencies; workforce training to support emerging jobs with a special focus on disadvantaged communities; research, analysis and engagement relating to environmental and fishing implications of offshore wind energy development; long-term planning, and: informational and educational outreach to the public and stakeholder groups. To support the development of a robust New York State offshore wind workforce with a focus on promoting diversity, inclusion, and equity, NYSERDA seeks a Senior Project Manager to join NYSERDA’s Large-Scale Renewables Team focused on workforce development and related engagement with key stakeholders.

The individual will report to the Director of Offshore Wind and coordinate closely with NYSERDA Workforce Development and Energy & Climate Equity Teams. This position will support the Offshore Wind Team by providing leadership and support for the development of a New York State workforce to support offshore wind energy development with a special focus on ensuring opportunities for traditionally underserved communities and populations. The individual will engage key stakeholders, NYSERDA staff, organized labor and State and regional partners to support existing and advance new initiatives that cut across core workstreams and identify gaps and opportunities in the Team’s approach. The successful candidate will also be responsible for tracking and reporting project successes and challenges, and coordinating communication across all program areas, particularly NYSERDA’s Large-Scale Renewables (LSR) Program.

The individual will to help lead the team’s strategy, planning and execution of workforce development, stakeholder engagement and equity programs. The Senior Project Manager will work to identify workforce development needs by devising, executing and managing analytical workstreams to inform decision making and advance the means to address the needs. The selected candidate will collaborate with state and external agencies, organized labor and others to build and support productive coalitions and engage with stakeholders in fulfillment of the State’s mission of a cost-effective and responsible development of its renewable resources, while maximizing economic development and job opportunities for a Just Transition in New York.

The individual will help the Offshore Wind Program focus on promoting diversity, inclusion, and equity within the program’s activities consistent with the work of New York State’s Climate Action Council and New York’s nation-leading Climate Act while supporting the growth and evolution of the program based on new guidance and needs. In total, these efforts will aid the Offshore Wind Program to focus on NYSERDA’s role as the central procurement entity of offshore wind renewable energy certificates (ORECs) on behalf of State’s load-serving entities and ensure the program continues to advance responsible and cost-effective development of the offshore wind industry for New York State and the region.

Primary Responsibilities

• Support Offshore Wind Program and staff in advancing the State’s offshore wind mandate
• Steward New York’s efforts secure the State’s position as a leader in workforce development for offshore wind
• Work in close collaboration with NYSERDA’s Energy and Environmental Analysis, Workforce Development and Training, Energy and Climate Equity and Market Innovation teams to quantify, forecast, and deliver initiatives that serve to support workforce development, stakeholder engagement, and equity.
• Support the State team by developing strategies that overcome clean energy market barriers and accelerate the scale and penetration of clean energy projects and supply chain localization in New York and delivery of benefits to Disadvantaged Communities in fulfillment of the CLCPA’s climate equity and climate justice goals.
• Develop processes and approaches to recruit, train and employ members of historically underserved communities in the renewable energy workforce
• Coordinate with the Offshore Wind Team’s efforts to maximize economic development potential through its procurements such as the current solicitation (ORECRFP22-1) , the 2018 and 2020 offshore wind solicitations and future competitive procurements associated with the goal of installing 9 gigawatts of offshore wind by 2035 and investment of $700 million in the development of New Yorks offshore wind supply chain
• Engage directly with workforce training related entities, including but not limited to universities, organized labor and other technical institutions to leverage and maximize value and advance program goals
• Support and manage NYSERDA’s Offshore Wind Labor Liaison
• Manage the development of New York’s offshore wind workforce development website, related Technical Working Groups, and other relationships and workstreams.
• Oversee the work of various consultants and technical contractors, including writing statements of work, issuing contracts, budgeting, and invoicing
• Develop key performance indicators of workforce development progress and gaps in New York State through concise progress reporting and adaptive strategies to ensure the State’s goal of 9GW is met
• Continually seek opportunities to learn, grow and expand individual and team capacity and skillsets and New York’s clean economy potential.
• Support communications related to project reporting, milestones and strategies, presenting complex issues to leadership and external parties
• Perform other responsibilities as assigned

Minimum Qualifications

• 10 years of industry experience in renewable energy policy and/or project management
• Bachelor’s or Master’s degree in economics, science, policy, or another relevant technical field
• Genuine passion for matters relating to renewable energy and the environment and an interest in supporting a dynamic and talented team
• Knowledge of and insight into workforce development, stakeholder engagement, renewable energy technologies
• Interest in working with traditionally underserved communities to ensure access to emerging career opportunities
• Demonstrated problem-solving ability and action bias, resourcefulness, adaptability, and an instinct for generating value and pragmatic solutions
• Project management and leadership skills, including managing multiple, diverse projects or activities simultaneously, delivering on commitments and operating with speed, accuracy and strong judgement while working as a team leader and team member, ensuring coordination between partners to identify needs and gaps
• Highest level of communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives and recommendations, and offer insightful reporting and recommendations
• Highest level of communication, organizational, and interpersonal skills involving the ability to work cross-functionally to track and understand complex issues and communicate clearly and precisely to diverse audiences

Preferences

• Experience developing training programs at the high school, technical training, college and/or university level.
• Knowledge and experience working with organized labor and union apprenticeship programs.
• Experience working with Disadvantaged Communities to support community members in gaining access to and progressing through training program to career placement and beyond.
• Strong stakeholder outreach and engagement capabilities including advanced public-speaking and presentation skills
• Experienced in renewable energy project development, ideally with experience relating to offshore wind.
• Experience in planning and strategy development, identifying gaps and anticipating needs to optimize development timelines and minimize risk.
• Knowledge of energy markets, systems and policies, renewable energy technology and associated infrastructure
• Proficiency in Spanish, Mandarin, or Arabic

Salary

The salary range is $105,500 – $133,319. Candidates will be considered based on qualifications and experience. An excellent benefits package is offered..
