EXAMPLE OF DUTIES
Duties may include, but are not limited to the following: Administers grant agreements with subrecipients for designated program, including drafting contracts, monitoring compliance, processing reimbursements, and conducting periodic performance audits.Supports the activities of the Countywide Continuum of Care Board and subcommittees.Prepares required reports for designated programs by compiling narrative, financial information and data, identifies program needs and makes recommendations to program manager regarding program or service delivery changes to enhance system effectiveness.Represents the County in contacts with other governmental or community agencies and/or the public regarding the activities and programs addressing homelessness.Conducts desk and onsite monitoring and compliance assessments for grantees, drafts and recommends corrective action plans to bring programs into compliance and recommends changes to improve system operations and performance.In consultation with manager and community partners, compiles information and data to support the submission of grant applications to support programs and activities related to homelessness.Maintains database systems, collects information, identifies opportunities for program enhancements in consultation with other team members.Performs other related duties and special projects as assigned.
MINIMUM QUALIFICATIONS
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.EDUCATION, TRAINING and EXPERIENCE: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge and abilities would be some administrative support experience, coupled with some to two (2) years or more experience in fields related to grants that demonstrates possession of and competency in technical knowledge of the program area. Experience must include some knowledge of grant programs, preferably with the Department of Housing and Urban Development.NECESSARY SPECIAL REQUIREMENT: Intermediate skill in Word and ExcelExcellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.DESIRED: Active service related to localized homeless programs such as the federal Department of Housing and Urban Development’s Countywide Continuum of Care and Emergency Solutions Grants, and/or the California’s Emergency Solutions pass-through grant program or specialty funding from the Business Consumer Services and Housing Agency programs.Supplemental Information: Work is performed primarily in an office environment, but incumbents may be required to travel to various County and municipal facilities to meet or consult with others within and external to the organization. A hybrid telework/in-person schedule may also be available. Knowledge, Skills, and Abilities: Knowledge of: Principles, practices and techniques of federal and state grant management;Basic budgetary structures for the purpose of grant application review and analysis;Administrative application of data processing as applicable to allocated level and program.Thorough knowledge of: Data compilation and reporting practices and techniques;General operations applicable to assigned program;Skill in: Intermediate proficiency with Microsoft Word, Excel, and PowerPoint.Ability to: Learn, interpret, synopsize and apply program administration and operating rules and regulations;Search out and integrate financial, narrative and statistical information from a variety of sources to draw conclusions, prepare reports, and provide recommendations;Effectively communicate in writing and verbally with community partners and stakeholders key program concepts, principles and operational considerations.

Those individuals meeting the stated requirements will be invited to continue through the screening and selection process.TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. ORAL EXAMINATION – 100%: A job-related Oral Examination will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.If there are three (3) or fewer qualified applicants, an oral examination will not be conducted.
