Woodsville Guaranty Savings Bank is a community bank located in the heart of the White Mountains in Northern New Hampshire. The Human Resources Officer will be responsible for planning and directing all Human Resource functions within the bank.

Responsibilities:

• Provide guidance and advice to all department managers on employment issues.
• Responsible for clear and accurate documentation of all counseling, disciplinary and termination procedures. Ensure legal liability of the company is protected at all times.
• Conduct workplace investigations and make recommendations to senior management in making employment status decisions.
• Work with company legal counsel on necessary employment matters.
• Stay abreast of labor law issues, interpret, and review all regulations and policies related to human resources activities and advise on improvement and revision.
• Work with senior management to develop policies and procedures to remain in compliance with labor laws.
• Maintain a compliant, practical & accessible Employee Handbook.
• Direct the administration of insurance, retirement, and other benefits programs. Evaluate and develop recommendations for improvements to employer-sponsored benefit programs.
• Manage recruitment and hiring process including assisting hiring managers with determining appropriate salary levels.
• Ensure new employee orientation and onboarding are implemented according to standards.
• Implement HR training and development programs. Recommend new programs based on need.
• Develop and maintain job descriptions for all jobs within the organization.
• Development and oversee the company’s performance management system and assists in the identification and implementation of performance remediation plans, as necessary.
• Ensures that compensation plans are equitable. Align pay with key business goals, reward top performers and encourage continuous improvement.
• In the current pandemic environment create, update and communicate any changes to policy and procedure as the pandemic evolves.
• Provide information, resources and procedural guidance to enable staff to accomplish an orderly and timely recovery in the event of a business interruption.
• Monitor and manage vendors who supply goods and services to the Human Resources Department.
• Develop and manage annual department budget.
• Prepare annual worker’s compensation payroll audit, benefit plan audit and non-discrimination testing. Responsible for completing annual government reporting.
• Support a culture of diversity and inclusion in the workplace by using best practices.
• Supervises Payroll and Benefits Administrator.

Qualifications:

• Bachelor’s degree in Human Resources Management or equivalent experience.
• Minimum of 5-10 years in Human Resources leadership role.
• Significate employee relations experience at a decisions-making level, including experience conducting investigation, managing the coaching and counseling processes and handling grievances.
• Must have a well-rounded Human Resources background with solid experience in employee relations, benefits, training, safety, liability avoidance and compliance.
• Outstanding verbal and written communication skills, ability to coach, counsel, advice, and mentor and motivate employees at all levels.
• In-depth knowledge of federal and state employment laws and regulation and employment policies and procedures.
• Proficient with Microsoft Office including WORD, Excel and third party payroll system.

Prolonged periods at a desk and working on a computer

Must be able to lift 15 pounds at a time

Must be able to travel between locations
